I am sorry but just can't resist, giggle giggle; she has a scab on top of her head and he has a full head of hair, are you sure that you don't have the two of them mixed up? Most females are ready to breed when they are 8 to 12 months oop. Do you know how old she is? If your vet is uncomfortable with giving her anesthesia, I am sure that he has his reasons. No don't insist on doing something that your vet is uncomfortable with, follow his advice.
