Read the label, it will tell you how to mix and apply. It will call for an emulsifier or surfactant; you can use regular dish soap at the rate of two teaspoons per gallon. Get a one gallon pump-up sprayer for the outside plants. Also get a smaller hand sprayer, the kind you would use for household cleaners, if you decide to use the Neem inside (some people don't like the way it smells.) Safer soap comes ready to use in a small hand sprayer. I prefer Safer soap for house plants.

Neem oil and Safer soap might be available at Lowe's, and certainly could be found at any nursery or feed store. They're both organic and generally safe around pets and people.

Spray the outside plants with Neem (orange) oil. Spray your house plants with Safer soap or with the Neem oil. Safer soap is not residual, and will have to be sprayed about every ten days until you get control. Neem oil will break down in a couple of weeks in the sun, and may have to be reapplied a time or two. Be sure to spray the soil under the plants too, as that's where they reproduce.
