So my cat peed on our bonding pouch. Is it safe to soak it in vinegar and wash it a few times and then keep using it? Or is it done for and I need a new one?

cat saliva is bad. they might not like the scent very much. but if you
wash is good it should be safe to use, as long as they dont bond to the cat haha

I think it should be fine. If you're really worried, get rid of it. But I think with thorough washings it should be okay.
