I keep mine in the living room / kitchen which is right next to our room....I sleep just fine...my fiancé says they bark a lot at night so he closes the door.... But for the most part their fine...
As for budget...your going to want at LEAST one wheel for each pair....if they are like some they may each want their own wheel...I make my batches of food every week (which should last a month or just over a month for 1 or two) plus mealworms plus 'snacks' and bottled water....
If you want a good breeding pair that's paired with low coi and great lineage your budget might be broken quite a bit....getting good lineage is important (not sure what colors your wanting but some are 8/900 each up to 1000+)
As for a decent sized cage you can get very good ones on eBay and amazon...I had three then I built a huge one and I'm in the process of making another(taking my time this time)

If you make it a slow process like starting with your pet only gliders for a year to learn you can always expand your glider family later when you have more hands in experience
