Both mothers may have been cleaning and cuddling the babies, however, it is unlikely that both mothers were nursing the babies. Sassy obviously has some milk or her babies would never have grown enough to come oop. It may be that she isn't making enough milk for the babies to grow well, in which case you should supplement every 2 hours until they are big enough to wean. If her milk production is off, I'm not sure there is anything that can be done other than not breeding her.

As Bourban said, it may also be a genetic defect causing the babies to not grow. Switching Sassy to a new male after the babies are weaned may take care of future problems, there is just no way to know until you try.
