I have 4 SG and this behavior sounds normal to me. In my opinion, SG will bond to one person in particular while they may tolerate others for short periods of time. You are his safe place where he feels free to do what SG do - play and pee/poop.
Mine will also crab when I disturb them while they are sleeping to clean their cage. Mine also do not like bright lights - it makes sense that it is uncomfortable for their eyes.
You didn't mention how old this little fellow is. He may not be totally secure in his new home yet.
As for NY law as far as breeding, you will have to wait for someone else to answer that one.
