Sounds to me like they are just extremely comfortable with each other. They may not be sexually mature yet and are just getting acquainted for when the time comes.
Also sounds like when they do start a family, they will be very good parents.
If they were mine, I wouldn't worry yet. Please bare in mind that I may be corrected on this, but these are my thoughts on the subject.
