As awful as some may think the laws in PA and Utah are.. we don't hear of the irresponsible breeding buying and selling practices as much as we hear about them like in places like Texas, and Florida.. I think Florida has the worst as far as pulling babies too early and hand feeding.. Also with those in the illegal states... you don't hear of them buying and selling, breeding every 3 months etc.. IS there an answer that would work???
