I haven't seen it either (link missing), but I'm surprised that a petition would not require CA voter registration. Most petitions don't get far because of this. The states want to know what THEIR voters want.

I am sure Blue is correct - Petitions for legislative or law changes require the signatures of registered voters in the state where the change will be on the ballot or considered by the legislature.

Getting signatures from folks not in California will only slow the process because the majority of the signatures will be thrown out as invalid.

You might contact pet stores - especially chains like Petco and Petsmart to see if they would circulate the petition, post the link for the on line petition or allow someone to collect signatures outside the store.

The petition needs a little help. The above mentioned channels of registered voters is key. Spelling and grammar corrections are needed, (I may be a Nazi, but don't think the people who are meant to take the petition seriously aren't as well). Also, some changes are needed in the wording regarding "agriculture". States are concerned about the impact of invasive non-native species on the environment as a whole. In order to be heard, make the statements they want to hear.
