I live in southcentral Louisiana. Evacuations, voluntary or otherwise, are summer facts here. It all depends on HOW you are evacuating.
If you're loading up your personal vehicle and heading for cousin Pepe's, who happens to love critters, then who and what you take is your business. One caveat: if you wait until an official evac order, chances are you'll end up in bumper to bumper traffic and running out of gas. If you can't carry everything on your back......
If you have transportation but no place to stay, the critters will not be welcome at shelters. You'll have to keep then in the vehicle..... In hot, humid conditions.
If your circumstances are such that you must rely on state evac services (elderly non-drivers, for example), then little Fido will not be allowed in the evac bus or the shelter you're heading to.
Some small rescues will offer boarding on a very limited basis, but it's not something to be counted on.
Basically, while you have the means, you make arrangements every year, just in case. If not, you forgo pets altogether, or take your chances leaving them home. And people's situations chance from time to time. You may have excellent arrangements for 10 years, then have unexpected problems (health, financial) and now your pet companion for the past 10 years may have to fend for himself during the next hurricane.
One thing I learned from helping Katrina evacuees: never rely on the government agencies, local, state, or federal. Have a plan and revised it EVERY year. And make sure you can carry what you need. Roads become parking lots during evacs. If you take too much stuff, you'll have to leave it on I-49 North.
